A unique business conference
We find ourselves in interesting times, facing the challenges of a changing economy, manpower, training, compliance and safety, while the introduction of mandatory ECDIS carriage from 2012 is rapidly approaching.
This conference, held at the spectacular Marina Bay Sands Resort and Convention Centre, offered real solutions to the challenges faced daily. Led by Admiralty, our team of knowledgeable speakers introduced a range of practical subjects, with the opportunity to try out our products, ask questions and provide feedback.

Dr Parry Oei – Chief Hydrographer, Singapore MPA
Dr Parry Oei is the Chief Hydrographer in the Maritime and Port Authority of Singapore. He has a postgraduate diploma in hydrographic surveying from Plymouth Polytechnic in the United Kingdom and a Master's degree in Maritime Policy from University of Wollongong in Australia. He also received his Honorary Doctorate of Science from Plymouth University. He is a member of the Australian Institute of Surveyors.
He was the Chairman of the East Asia Hydrographic Commission from Sep 2006 to Oct 2009. He is also appointed Task Group leader and Coordinator for several EAHC projects. He has been involved in several committees and working groups under the auspices of International Hydrographic Organisation (IHO).
From 1985 to 1995 he was actively involved in the planning and implementation of the ASEAN-Australia Marine Science Programme to study the tidal level and current in the ASEAN region. In 1993 and 1994, he participated in two oceanographic expeditions to study the through flow between the Pacific and Indian Oceans within the ASEAN seas.
He was also the survey team leader to search for the passenger vessel 'Royal Pacific' that sank in the Malacca Strait in 1992 and also the search for the Silkair flight 'MI 185' in Pelembang in 1997.
He was responsible for the implementation of several major technological initiatives eg. differential global positioning system (DGPS) for hydrographic survey, multibeam sonar system, production of electronic navigational charts, implementation of the electronic chart display and information system (ECDIS), print on-demand charts, automatic identification system for aids to navigation, introduction of glass-flake paints to extend duration of navigational buoys at sea, and the evaluation and implementation use of light emitting diode (LED) navigational lanterns.
He has presented papers in local and international conferences and seminars and published papers in journals such as the International Hydrographic Review, Asia-Pacific Journal of Environmental Law, Australian Maritime Studies Journal and Singapore's Maritime and Port Journal.
Mike Robinson – CEO, Admiralty
Mike Robinson was appointed Chief Executive of the UK Hydrographic Office (UKHO) in July 2006. Based in Taunton, Somerset, the UKHO is the premier supplier of worldwide navigational charts and publications as well as providing critical maritime safety information.
To date Mike has made significant changes throughout the business and aims to continue this by focussing the organisation further on its digital future. He has also put together a 'top team' which he believes can drive the UKHO forward through this period of transition from paper to digital products. Arguably his greatest achievement so far is that of Admiralty Vector Chart Service (AVCS), which was successfully launched in April 2008 and provides the maritime community with its first truly global, carriage compliant, digital marine navigation service.
Prior to joining the UKHO, Mike was leading international businesses that employ cutting-edge technology in their marketing, investment and portfolio management activities. At HBOS Group (Halifax Bank of Scotland) Mike was instrumental in building their European Insurance and Investment business, initially as Chief Executive, Clerical Medical International and more recently as Chief Executive, HBOS Europe Financial Services.
After completing a degree in Computer Science, Mike worked for a short time as a software engineer before joining Price Waterhouse as a trainee Chartered Accountant and specialised in Computer Audit. After qualification, he transferred to the Management Consultancy practice and managed a number of IT related consultancy assignments.
Mike also worked for Black Horse Financial Services (BHFS) as their Chief Internal Auditor, and after two years was promoted to the role of Strategic Development Director. In this role he programme managed a transformation change programme across BHFS and Lloyds Bank.
Hugh Phillips — Head of Products, Admiralty
Hugh Phillips is Head of Products at the UKHO, where he is responsible for the development and management of the core Admiralty navigational product portfolio.
He joined the UKHO in 1986 with a Bachelor of Arts in Geography and has also completed a Master of Science in Remote Sensing, a Masters in Business and a Marketing Diploma.
Before taking on his current role, Hugh was involved in a range of functions in the organisation including photogrammetry (the practice of determining the geometric properties of objects from photographic images), IT systems development, production of navigational publications, and marketing and product development.
Hugh also played a leading role in the development of the Electronic Navigation Chart standard S57 while working with the International Hydrographic Organisation as the Secretary to the Transfer Standards Working Group.
Married with three children, in his spare time Hugh enjoys playing hockey and watching and coaching football.
Jason Scholey — Charts Product Manager, Admiralty
Jason Scholey is Product Manager (Charts) for the UKHO, and looks after the UKHO's portfolio of chart services, both paper and digital, to ensure that they continue to meet the needs of customers. The portfolio currently consists of the paper Admiralty chart series, the Admiralty Raster Chart Services (ARCS), the Admiralty ECDIS Service and the Admiralty Vector Chart Service (AVCS).
Jason joined the UKHO as a management trainee in 1993 after graduating from Cambridge University with a BA in Mathematics. He was part of the team that worked with the International Hydrographic Organisation to develop the ENC data specification (S-57) and the ECDIS display symbols (S-52).
He took responsibility for AVCS in April 2008 after being part of the successful product launch team. Prior to that, Jason was also involved in the UKHO's early ENC production systems and spent a number of years developing opportunities for the wider use of chart and hydrographic information applications such as environmental management and coastal zone mapping.
Living in Exeter with his wife and son, Jason enjoys kayak surfing and whitewater kayaking wherever he can. His biggest expedition has been kayaking the Grand Canyon, when he spent 15 days in the wilderness with not a Blackberry in sight!
Jason also holds a Professional Diploma in Marketing from the Chartered Institute of Marketing.
